Methodological guidance for activities relating to reducing emissions from deforestation and forest degradation and the role of conservation, sustainable management of forests and enhancement of forest carbon stocks in developing countries

Submission from Bolivia (Plurinational State of)

1. On 3 June 2013, the secretariat received a submission from Bolivia (Plurinational State of). The secretariat was requested to issue a conference room paper containing this submission.

Submission from Bolivia (Plurinational State of)

The Government of the Plurinational State of Bolivia, provides its views about the matter referred to in paragraph 39 contained in decision 1/CP.18 of FCCC/CP/2012/L.14/Rev.1. This paragraph states as follows:

39. Requests the Subsidiary Body for Scientific and Technological Advice, at its thirty- eighth session, to consider how non-market-based approaches, such as joint mitigation and adaptation approaches for the integral and sustainable management of forests, as referred to in decision 2/CP.17, paragraph 67, could be developed to support the implementation of the activities referred to in decision 1/CP.16, paragraph 70, and to report on this matter to the Conference of the Parties at its nineteenth session;

For the Plurinational State of Bolivia, “how” non-market-based approaches could be developed in the context of the working group on: “Policy approaches and positive incentives on issues relating to reducing emissions from deforestation and forest degradation in developing countries; and the role of conservation, sustainable management of forests and enhancement of forest carbon stocks in developing countries”, must consider the following rationale:

Consideration of joint mitigation and adaptation approaches as one of the ways and means to transfer payments for results-based actions (work programme on results-based finance), the following:

1. Recognizes ex ante public financing to developing countries, to be disbursed by the Green Climate Fund, for the design and implementation of joint mitigation and adaptation through the integral and sustainable management of forests.

Establishment of a new policy approach for reduction of emissions and policy incentives base on ex ante public financing to developing countries, considering joint mitigation and adaptation through the integral and sustainable management of forests:

2. Requests developing country Parties aiming to undertake the financing modality referred to in paragraph above, to develop a methodology considering the following elements:

(a) A national strategy or action plan to address mitigation and adaptation to climate change, including integral and sustainable management of forests.

(b) Establishment of a framework for the assessment of on-going performance of forests on mitigation and adaptation to climate change.

(c) Implementation of a monitoring system, as appropriate, based on joint mitigation and adaptation indicators, and in accordance with national circumstances and policies.

Development of further guidance for joint mitigation and adaptation approaches through the integral and sustainable management of forests, and in accordance with UNFF10 decisions, to be included in further decisions:

Urges the Secretariat to request the support of the Collaborative Partnership on Forests (CPF) to work with interested parties in a standardized methodology for joint mitigation and adaptation approaches for the integral and sustainable management of forests, as referred to in paragraph above, for consideration of the SBSTA at its next session, and for adoption of a decision in this matter at the COP20.
