[The Conference of the Parties serving as the meeting of the Parties to the Paris Agreement,
Recalling the framework for non-market approaches to sustainable development referred to in
Article 6, paragraph 9, of the Paris Agreement,
Also recalling the eleventh preambular paragraph of the Paris Agreement, which, acknowledging
that climate change is a common concern of humankind, states that Parties should, when taking action
to address climate change, respect, promote and consider their respective obligations on human rights,
the right to health, the rights of indigenous peoples, local communities, migrants, children, persons with
disabilities and people in vulnerable situations and the right to development, as well as gender equality,
empowerment of women and intergenerational equity,
Further recalling the objective, referred to in decision 1/CP.21, paragraph 39, of the work
programme under the framework for non-market approaches referred to in Article1 6, paragraph 8,
Recognizing that the work programme is to be implemented in the context of the Paris Agreement
in its entirety, including its preamble,
- Emphasizes the importance of integrated, holistic and balanced non-market approaches to enable
voluntary cooperation among Parties in implementing their nationally determined contributions to allow
for higher ambition in their mitigation and adaptation actions; - Adopts the work programme under the framework for non-market approaches referred to in
Article 6, paragraph 8, as contained in the annex; - Requests the [subsidiary bodies][Subsidiary Body for Scientific and Technological Advice] to
undertake further work on the work programme with respect to [the need for] institutional arrangements
for the framework for non-market approaches referred to in Article 6, paragraph 9, referred to in
paragraph [6][8] of the annex, [taking into account any decisions resulting from][as part of] the review
of the work programme by the Conference of the Parties serving as the meeting of the Parties to the
Paris Agreement, referred to in paragraph 11 below, with a view to making recommendations for
consideration and adoption by the Conference of the Parties serving as the meeting of the Parties to the
Paris Agreement at its [eighth][ninth] session ([2026][2027]); - Decides that initial focus areas of the work programme activities, referred to in paragraph 10 (a)
(i) a. of the annex, include but are not limited to the following areas:
(a) Adaptation, resilience and sustainability;
(b) Mitigation measures to address climate change and foster sustainable development;
“Article” refers to an Article of the Paris Agreement, unless otherwise specified.

(c) Development of clean energy sources; - Requests the [Glasgow Committee on Non-market Approaches][Subsidiary Body for Scientific
and Technological Advice] to develop and recommend a schedule for implementing the work
programme activities referred to in chapter V of the annex (Work programme activities), which may
contain the timeline and specific deliverables for each activity, including specifications for the
UNFCCC web-based platform referred to in paragraph 10 (b) (i) of the annex, such as its functions,
form, target users and information to be contained thereon, with a view to supporting the effective
implementation of the work programme, for consideration and adoption by the [subsidiary bodies at
their fifty-seventh sessions][Conference of the Parties serving as the meeting of the Parties to the Paris
Agreement at its fourth session] (November 2022); - Encourages Parties and public and private sector stakeholders to actively engage in the research,
development and implementation of non-market approaches; - Invites Parties and observers to submit via the submission portal:2
(a) Views and information, by 28 February 2022, on:
(i) Existing relevant non-market approaches to be facilitated under the framework in the
initial focus areas referred to in paragraph 4 above that are in accordance with the
provisions referred to in chapter II of the annex;
(ii) Examples of potential additional focus areas of non-market approaches to be facilitated
under the framework (e.g. social inclusivity, development of common standards and good
practices, financial policies and measures, circular economy, blue carbon, just transition
of the work force, adaptation benefit mechanism) and existing relevant non-market
approaches to be facilitated under the framework in the potential additional focus areas
that are in accordance with the provisions referred to in chapter II of the annex;
(iii) The UNFCCC web-based platform referred to in paragraph 10 (b) (i) of the annex,
including how to operationalize it (e.g. functions, form, target users, information to be
contained thereon, timeline for development and implementation, and lessons learned
from existing relevant tools, including under the Convention, the Kyoto Protocol and the
Paris Agreement);
(iv) The schedule for implementing the work programme activities;
(b) Views and information, by 28 February 2025, on the review of the work programme, including
the institutional arrangements for the framework, referred to in paragraph 3 above, and reporting
arrangements; - Requests the secretariat to prepare a technical paper on the matters referred to in paragraph 7 (a)
above, taking into consideration the submissions on the matters, for consideration by the [Glasgow
Committee on Non-market Approaches at its 1st meeting (June 2022)][Subsidiary Body for Scientific
and Technological Advice at its fifty-sixth session (June 2022)]; - Also requests the secretariat to:
(a) Organize an in-session workshop, ensuring broad participation of relevant experts, on the matters
referred to in paragraph 7 (a) above, taking into consideration the submissions and technical
paper on the matters, to be held in conjunction with the [fifty-sixth sessions of the subsidiary
bodies (June 2022)][fifty-sixth session of the Subsidiary Body for Scientific and Technological
Advice (June 2022)];
(b) Prepare a report on that workshop for consideration by the [Glasgow Committee on Non-market
Approaches at its 2nd meeting (November 2022)][Subsidiary Body for Scientific and
Technological Advice at its fifty-seventh session (November 2022)]; - Decides to review the report of the [Glasgow Committee on Non-market
Approaches][Subsidiary Body for Scientific and Technological Advice] and provide guidance on the
framework and the work programme, as appropriate;

CMA 3 – Agenda item 12(c) - Requests the [subsidiary bodies][Subsidiary Body for Scientific and Technological Advice] to
review the work programme, including its institutional and reporting arrangements, at [their][its] sixtyfourth (June 2026) and sixty-fifth (November 2026) session[s] with a view to enhancing the
effectiveness of the work programme in implementing the framework, taking into account relevant
inputs, including [those of the Glasgow Committee on Non-market Approaches and ]the outcomes of
the global stocktake, and to make recommendations thereon for consideration and adoption by the
Conference of the Parties serving as the meeting of the Parties to the Paris Agreement by no later than
at its eighth session (2026); - Takes note of the estimated budgetary implications of the activities to be undertaken by the
secretariat referred to in this decision; - Requests that the actions called for in this decision be undertaken subject to the availability of
financial resources; - Invites Parties to make contributions to the Trust Fund for Supplementary Activities for
implementing the work programme.
